The Art Garden feature is not only for collecting items, but also for viewing Artworks and interacting with other users.
In order to make the flowers in your garden bloom and have other users help you, you need to create Artworks that are set to "Public" view mode. This is effective for 5 days. Once more than 5 days have passed, you will need to create a new Artwork in order to pick more flowers.
